18 educators from Africa, Middle East for Microsoft PLF

For enhancing student success through innovative use of technology in the classroom, the software giant, Microsoft, yesterday announced that 18 educators from Nigeria, Ghana, Jordan, Mauritius, Oman, Pakistan, Lebanon, Qatar, Turkey, South Africa, Egypt, UAE, Lesotho, Saudi Arabia, Uganda and Morocco will?represent the Middle East and Africa in the Partners in Learning Global forum? which will take place in Prague, Czech Republic from November 28 to December 1 2012.

The 18 educators had 15 project winners and a recognized top Moroccan host country project. The projects were selected from 90 projects, having previously competed at national Forums in their home countries.

A distinguished panel of regional judges including representatives from Nigeria, Saudi, Egypt, Oman, South Africa, Lesotho, Jordan, Turkey, Indian Ocean Islands and Morocco ? evaluated the 90 educator projects.

31 Middle East and Africa finalists were announced followed by the award to the 15 winning projects.

    Abstract

    Solid State drives (SSD) introduced dramatic changes to the principles of computer
    forensics. Forensic acquisition of computers equipped with SSD storage is very different
    of how we used to acquire PCs using traditional magnetic media. Instead of predictable
    and highly possible recovery of information the suspect attempted to destroy, we
    are entering the muddy waters of stochastic forensics where nothing can be assumed
    as a given.

    Stochastic Forensics

    The way today?s SSD drives operate allows little space for positive assumptions.
    With SSD drives, the only thing we can assume is that an investigator can access
    existing information stored on the disk. Deleted files and data the suspect attempted
    to destroy (by e.g. formatting the disk ? even in ?Quick Format? mode) may be lost
    forever in a matter of minutes [1]. And even if the computer is powered off immediately
    after a destructive command has been issued (e.g. in a few minutes after the Quick
    Format), there is no easy way to prevent the disk from destroying the data once
    the power is back on. The situation is somewhat of a paradox, reminding of Schr?dinger?s
    cat: one will never know if the cat is alive before opening the box [2].

    The golden age of forensics is going to end. ?Given the pace of development in
    SSD memory and controller technology, and the increasingly proliferation of manufacturers,
    drives, and firmware versions, it will probably never be possible to remove or narrow
    this new grey area within the forensic and legal domain,? the scientists, from Australia?s
    Murdoch University, wrote. ?It seems possible that the golden age for forensic recovery
    and analysis of deleted data and deleted metadata may now be ending.? [1]

    Cannot Delete

    The way SSD drives are constructed imposes several design limitations. Existing
    types of flash memory allow for a limited number of write operations before wearing
    off. Modern SSD drives employ smart wear leveling techniques [3] that, instead of
    re-using existing blocks of memory, will write to a different block when data stored
    in a certain block is being modified. This in turn will leave blocks containing
    potentially sensitive information scattered all over the memory chip.

    To further increase effective lifespan and improve wear leveling on SSD drives,
    many manufacturers install chips that can hold up to 25 percent more data than their
    advertised capacities [4]. This extra capacity is not addressable by means of the
    operating system, or by any other reasonable means (e.g. without using custom hardware
    to access the flash chips directly). This as well makes the content on SSD drives
    impossible to wipe as securely as required by some government and military standards
    via traditional means.

    To mitigate this issue, some SSD manufacturers implemented an extension to the
    ATA ANSI specification to enable secure destruction of information stored on all
    flash chips [5]. The ATA Secure Erase (SE) command, when implemented correctly [4],
    wipes the entire contents of the drive at a hardware level.

    In general, software secure wipe tools that would overwrite information stored
    on a hard drive with cryptographically secure random data in several passes. The
    problem with these software tools is their inability to address and, therefore,
    access the entire storage capacity of the SSD drive (including system, reserved
    and remapped areas).

    As opposed to software-based tools, the ATA Secure Erase command instructs built-in
    SSD controller supporting the command to electronically erase all blocks on all
    flash chips of the drive. Effectively, erased SSD drives are cleaned completely,
    with all blocks being completely empty and available for immediate write (additional
    erase cycles will not be required before writing information to wiped blocks). Effectively,
    the SE command restores the SSD to factory defaults and write performance. When
    properly implemented [4] [13], the SE command will result in complete wipe of all
    storage regions of the SSD drive including any reserved, system and service areas.

    An example of properly implemented secure erase is found in Intel self-encrypting
    SSD drives. According to Intel [13], ?Executing a SECURE ERASE function, such as
    that found in the Intel? SSD Toolbox, will cause the Intel SSD 320 Series drives
    to generate a new internal encryption key.? This will instantly render unusable
    all the encrypted user data stored on an Intel 320 Series SSD (and other devices
    supporting hardware-level full-disk encryption).

    Cannot Recover

    The inability to reliably recover erased information is another side of the same
    coin. The use of wear leveling will cause extensive use of the drive?s storage capacity,
    making use of previously unoccupied blocks of data at the time each write operation
    commences. Even repeat writes to the same file (e.g. the page file) will cause the
    entire content of the SSD drive to become ?dirty?, leading to severe decrease in
    performance with write speeds being much slower than usual. This occurs because
    flash technology used in SSD drives requires blocks to be erased before the controller
    can perform a write operation on them. This property is unique to storage devices
    based on the flash technology, and is very different from how traditional magnetic
    types of media handle write requests.

    As the process of erasing previously occupied blocks tends to be much slower
    compared to reading and writing, SSD drives full of ?dirty? blocks will require
    significant time to write even a single block of data as no empty (erased) blocks
    exist. This lead SSD manufacturers to design a process performing garbage collection,
    erasing ?dirty? blocks in background and making them available for fast write operations
    again.

    The issue with garbage collection is that neither the drives nor their controllers
    know exactly which blocks are actually occupied by files or system structures of
    the operating system, and which blocks are no longer used and are just ?dirty?.
    While the controller could mark blocks that were remapped to another blocks as a
    part of a wear leveling process, this information would only slow down the process
    of the drive being filled up with ?dirty? blocks during normal use of the drive
    that typically involves creating, writing, modifying and deleting files.

    In order to mitigate this issue, SSD designers developed an interface allowing
    the operating system (e.g. Windows, Linux, Mac OS X etc.) to inform the controller
    that certain blocks are no longer in use via the TRIM command [6]. This allows the
    internal garbage collector to electronically erase the content of these blocks,
    preparing them for future write operations.

    Blocks of data processed by garbage collector are physically erased. Information
    from such blocks cannot be recovered even with the use of expensive custom hardware.
    Forensic researchers named this process as ?self-corrosion? [7] [12].

    SSD Self-Corrosion

    Today?s SSDs self-destroy court evidence through the process that can be called
    ?self corrosion?. Garbage collection running as a background process in most modern
    SSDs will permanently erase data marked for deletion, making it gone forever in
    a matter of minutes after the data has been marked for deletion. It is not possible
    to prevent garbage collection by moving the disk to another PC or attaching it to
    a write blocking device. The only way to prevent self-corrosion is physically detaching
    the disk controller from flash memory chips storing the data, and then accessing
    the chips directly via custom hardware [see "Hardware for SSD Forensics"].

    TRIM: Myths and Reality

    A common misconception is that discarded blocks of an SSD drive are immediately
    erased. This is not usually the case. Instead, the way the TRIM command operates
    is considering the contents of discarded blocks as indeterminate (the ?don?t care?
    state) until the moment these blocks are physically erased by a separate background
    process, the garbage collector. In other words, the TRIM command does not erase
    the content of discarded blocks by itself. Instead, it adds them to a queue of pending
    blocks for being cleared by the garbage collector.

    Exceptions

    The ?cannot recover? rule does not apply if the TRIM command has not been issued,
    or if TRIM is not supported by any link of the chain. If this is the case, information
    from SSD drives can be recovered in pretty much the same way as from a traditional
    hard drive [8][9].

    The TRIM protocol will be disabled, or is not supported altogether, if at least
    one of the following conditions is met:

    • Old SSD drivesOlder SSD drives do not support the TRIM command. For example, Intel started
      manufacturing TRIM-enabled SSD drives with drive lithography of 34nm (G2); their
      50nm SSDs do not have TRIM support. [10]
    • Old versions of WindowsIn Windows Vista and earlier versions, the TRIM protocol is not supported, and
      the TRIM command is not issued.Possible exception: TRIM-like performance can be enabled via
      certain third-party solutions (e.g. Intel SSD Optimizer, a part of
      Intel SSD Toolbox).
    • Old versions of MacOS XMac OS X started supporting the TRIM command for Apple supplied SSD drives since
      version 10.6.8. Older builds of Mac OS X do not support TRIM. In addition, user-installed
      SSD drives not supplied by Apple itself are excluded from TRIM support.
    • (Windows) File systems other than NTFSAt this time, only NTFS-formatted partitions receive full TRIM support in Windows.
      Volumes formatted with FAT, FAT32 or other file systems are excluded.
    • External drives, USB enclosures and Network Attached StorageThe TRIM command is fully supported over the SATA interface, including the eSATA
      extension, as well as SCSI via the UNMAP command. If an SSD drive is used in
      a USB enclosure or installed in certain types of NAS storage, the TRIM command
      will not be communicated via the unsupported interface.
    • PCI-Express SSDsInterestingly, the TRIM command is not natively supported by any version
      of Windows for high-performance SSD drives occupying the PCI Express slot.Possible exception: TRIM-like performance can be enabled via
      certain third-party solutions (e.g. Intel SSD Optimizer, a part of Intel SSD
      Toolbox).
    • RAIDAs of this writing, the TRIM command is generally not supported over RAID configurations
      (with few very rare exceptions) [10]. SSD drives working as part of a RAID array
      can be analyzed.
    • Logical corruptionSurprisingly, SSD drives with corrupted system areas (damaged partition tables,
      skewed file systems etc.) are easier to recover than healthy ones. The TRIM
      command is not issued over corrupted areas [11], because files are not properly
      deleted; they simply become invisible or inaccessible to the operating systems.
      Many commercially available data recovery tools (e.g. Intel? Solid-State Drive
      Toolbox with Intel? SSD Optimizer, OCZ SSD Toolbox) can reliably extract information
      from logically corrupted SSD drives.
    • Encrypted volumesSomewhat counter-intuitively, information deleted from certain types of encrypted
      volumes (some configurations of BitLocker, TrueCrypt, PGP and other containers.)
      may be easier to recover as it may not be affected by the TRIM command. Files
      deleted from such encrypted volumes stored on an SSD drive can be recovered
      (unless they were specifically wiped by the user) if the investigator knows
      either the original password or binary decryption keys for the volume.

    Encrypted Volumes

    Encrypted volumes and SSD drives don?t play well together due to the wear leveling
    and performance issues described above. In many configurations, the crypto containers
    will encrypt the entire space on the drive, including free space. This turns every
    write on that disk into a re-write, which significantly slows down write performance
    on SSDs. The manufacturers of crypto containers recognized the issue and introduced
    ways (such us various configurations and advanced options) to mitigate the issue
    by releasing unused space back to the SSD controller, which in turn weakens overall
    security (as free unencrypted sectors are easy to tell).

    If an encrypted volume of a fixed size is created, the default behavior is also
    to encrypt the entire content of a file representing the encrypted volume, which
    disables the effect of the TRIM command for the contents of the encrypted volume.

    A dedicated research is required to investigate these options. At this time one
    thing is clear: in many configurations, including default ones, files deleted from
    encrypted volumes will not be affected by the TRIM command. Which brings us to the
    question of the correct acquisition of PCs with encrypted volumes.

    Forensic Acquisition: The Right Way to Do

    The right way to acquire a PC with a crypto container can be described with the
    following sentence: ?If it?s running, don?t turn it off. If it?s off, don?t turn
    it on.? Indeed, the original decryption keys are cached in the computer?s memory,
    and can be extracted from a Live RAM dump obtained from a running computer by performing
    a FireWire attack. These keys can be also contained in page files and hibernation
    files. Tools such as Elcomsoft Forensic Disk Decryptor can extract decryption files
    from memory dumps and page/hibernation files, decrypting the content of encrypted
    volumes.

    Hardware for SSD Forensics

    At this time, most forensic researches involving the investigation of SSD drives
    are still performed on dedicated but still regular computers. SSD drives are either
    attached directly to the computer?s SATA interface or connected via a write blocking
    device of the same type that is also used to investigate magnetic hard drives. While
    write blockers do prevent user-induced modifications to the data stored on the SSD
    drive, they have nothing to do with the operation of the TRIM command and the disk?s
    internal garbage collector. It is essential to realize that an SSD drive connected
    via a write blocking device will continue performing background garbage collection,
    possibly destroying the last remnants of deleted information from the disk.

    Preventing the operation of internal garbage collection is only possible by physically
    disconnecting the built-in controller from actual flash chips, and accessing information
    stored in the chips directly. At this time, this method is far from being popular
    as it requires special skills and custom hardware.

    Custom Hardware: The Future of SSD Forensics?

    By physically detaching the controller and using custom hardware to read information
    directly from the flash ships, investigators could extract traces of destroyed information
    that could be stored in various areas of the flash chips.

    A group of scientists from University of California [4] designed an FPGA-based
    device providing direct access to flash chips of the SSD drive while bypassing the
    controller. The researchers estimated the cost of their prototype as $1000, while
    their estimate for building production units using microcontrollers instead of FPGA?s
    was as little as $200.

    Is this the future of SSD forensics? While custom devices such as those built
    by Californian researchers may help forensic specialists extract some extra traces
    from certain SSD drives, other researchers suggest that most information is lost
    from an SSD drive in just a few counted minutes after the user deletes a file or
    issues a quick format command. The need to maintain custom hardware as well as the
    need of having specially trained staff for using this method will only make it justified
    for very few select cases.

    Conclusion

    SSD forensics is different. SSDs self-destroy court evidence, making it difficult
    to extract deleted files and destroyed information (e.g. from formatted disks) close
    to impossible. However, the correct acquisition technique may result in acquiring
    the original binary decryption keys, allowing investigators to access information
    stored in encrypted volumes, which may provide access to more information than available
    in unencrypted areas of SSD drives. In addition, numerous exceptions exist that
    effectively prevent mechanisms causing evidence self-corruption on SSD drives. Currently,
    SSD drives used in NAS devices, participating in RAID configurations, and connected
    as external devices via USB and FireWire are excepted from evidence self-corruption.
    Old versions of Windows, Mac OS and Linux do not support SSD?s garbage collection
    mechanisms, and are also exceptions.

    The playfield is changing very fast. What?s true today may no longer apply tomorrow.
    We?ll keep an eye on what?s happening in the industry, releasing an updated report
    in a few months.

    Cassano leads Inter to 2-0 win over Catania

    ROME (AP) - Inter Milan rejoined Lazio in third place in Serie A on Sunday with a 2-0 win over Catania.

    Antonio Cassano opened the scoring in the 28th minute at the San Siro, heading in a pass from Esteban Cambiasso. Rodrigo Palacio secured the victory with a volley in the 85th.

    Inter and Lazio trail leader Juventus by four points, with second-place Napoli one point ahead in second following a 2-0 loss at Juventus on Saturday. Also Saturday, Lazio beat struggling AC Milan 3-2.

    Fiorentina is fifth, 10 points back, after a 1-1 draw at Chievo Verona.

    Cyril Thereau gave Chievo the lead in the 17th and Gonzalo Rodriguez tied it for Fiorentina a minute later. Fiorentina striker Luca Toni hit the post at the end of the first half. The Tuscan club is yet to win away.

    Parma beat 10-man Sampdoria with two goals from Amauri. Palermo and Torino drew 0-0, and 10-man Udinese edged promoted Pescara with a 53rd-minute goal from Maicosuel.

    Atalanta celebrated its 105th anniversary with a 2-1 comeback win over last-place Siena, with goals from Luca Cigarini and Giacomo Bonaventura. Cagliari beat Bologna 1-0 to move out of the relegation zone.

    LONDON (AP) - Everton lost ground on the Premier League's top three teams after being held to a 1-1 draw at last-place Queens Park Rangers, which is off to its worst start to a season in 21 years. QPR is without a win after eight games.

    Everton, which finished a man down after Steven Pienaar was sent off, fell behind on a deflected strike by Junior Hoilett. But the team tied it when Sylvain Distin's header hit the post and rebounded in off the shoulder of QPR goalkeeper Julio Cesar.

    Sunderland escaped with a 1-1 draw against Newcastle thanks to Demba Ba's 86th-minute own goal. That denied the visitors a victory after playing more than an hour with 10 men following Cheick Tiote's dismissal.

    BARCELONA, Spain (AP) - Espanyol beat Rayo Vallecano 3-2 thanks to substitute Christian Stuani's injury-time winner, giving the struggling side its first victory through eight rounds of the Spanish league season.

    Espanyol's Joan Verdu made up for his early error that led to Leonardo Carrilho's 11th-minute opener by scoring from a long pass by Victor Sanchez in the 37th. He added a second goal three minutes after halftime.

    Carrilho scored again in the 63rd. The teams looked set to split the points with both reduced to 10 men after Rayo's Mikel Labaka and Espanyol's Diego Colotto were sent off.

    But substitute Sergio Garcia, making his debut after returning from injury, picked out Stuani with a cross for the striker to head home.

    Also, Miguel "Michel" Alfonso scored from long range three minutes from time to give Levante a 1-0 victory at Getafe.

    PARIS (AP) - Bafetimbi Gomis scored in the 57th minute, sending Lyon past Brest 1-0 and back into third place in the French league.

    Gomis ran onto Steed Malbranque's pass and lobbed over the goalkeeper for his fifth league goal of the season.

    Lyon is two points ahead of fourth-place Toulouse and one point behind Marseille and leader Paris Saint-Germain. But Marseille would move three points ahead of PSG and four clear of Lyon with a win away at Troyes later Sunday.

    Ajaccio drew 0-0 with Bastia in Corsica in which both clubs finished with 10 men and opposing fans fought in the stands.

    EDINBURGH, Scotland (AP) - Motherwell missed a chance to climb to third place in the Scottish Premier League by losing 1-0 to Hearts.

    Danny Grainger scored from 30 yards in the 14th minute, giving Hearts its first victory at home since the opening day of the season. Motherwell came closest to scoring when Nicky Law's header was cleared off the line.

    Motherwell is in sixth place, seven points behind league leader Celtic. Hearts moved up two places to eighth in the 12-team league.

    MLS roundup: Idle San Jose clinches top mark

    HARRISON, N.J. (AP) - The Red Bulls played a 0-0 tie with Sporting Kansas City on Saturday night, clinching a playoff berth for New York and the Supporters' Shield for San Jose as the team with the best record in Major League Soccer.

    New York (15-9-9), which has never won an MLS title, clinched a spot in the 10-team playoffs as Columbus lost 3-2 at D.C. United.

    San Jose earned home-field advantage throughout the postseason. The Earthquakes also had the best record in 2005, when they were knocked out in the quarterfinals.

    Kansas City (17-7-9) extended its unbeaten streak to 11 games.

    Before 25,219, a record crowd at 3-season-old Red Bull Arena, New York pressed the defensive-minded visitors.

    KC goalkeeper Jimmy Nielsen, who got his 15th shutout, made a diving save on Dax McCarty's 20-yard, left-footed shot in the 23rd minute, and Kenny Cooper sent the rebound over the crossbar.

    Nielsen deflected Cooper's rising shot over the bar in the 41st minute. He raised a hand in the 65th to knock down a 12-yard angled shot by Thierry Henry, then had to prevent an own goal when the ball bounced off a defender.

    DYNAMO 3, UNION 1

    HOUSTON (AP) - Oscar Boniek Garcia and Brad Davis scored in the second half, and the Dynamo clinched a spot in the MLS playoffs.

    Houston's victory, coupled with Columbus' 3-2 loss at DC United, means the Dynamo (14-8-11) can finish no worse than fifth in the Eastern Conference and are into the postseason for the sixth time in seven years. Houston extended its home unbeaten streak to 25 games, dating to June 2011.

    Philadelphia (10-16-6) had won two in a row.

    Garcia put the Dynamo up 2-1 in the 71st minute, taking a pass from Brian Ching, settling it down and blasting one from the top of the arc.

    Jack McInerney scored in the 19th minute for the Union.

    REVOLUTION 1, FIRE 0

    FOXBOROUGH, Mass. (AP) - Diego Fagundez scored in the 17th minute to lead New England to the victory and end a 196-minute scoreless streak for the Revolution.

    Fagundez took a pass from Kelyn Rowe and scored from 30 yards.

    Bobby Shuttleworth, dressed in pink for breast cancer awareness month, needed to make just one save in his second shutout of the season for New England (8-17-8), which already has been eliminated from playoff contention.

    Chicago (17-11-5) already had clinched a playoff berth.

    D.C. UNITED 3, CREW 2

    WASHINGTON (AP) - Lewis Neal scored in stoppage time and D.C. United secured its first playoff berth in five seasons.

    Marcelo Saragosa and Nick DeLeon also scored for United (17-10-6). The Washington club ran its unbeaten streak to six games and helped eliminate the Crew (14-12-7) from playoff contention.

    The win also pushed United's club home unbeaten streak to 16 (12-0-4). United won the last of its four MLS titles in 2004.

    Eddie Gaven and Jairo Arrieta each scored their ninth goals of the season for Columbus.

    IMPACT 0, TORONTO FC 0

    TORONTO (AP) - Toronto FC's winless streak reached 13 games with the scoreless tie in its home finale.

    Toronto's last MLS win was a 2-1 victory over Colorado on July 18. It has earned four of a possible 39 points during its lackluster stretch, going 0-9-4 to drop to 5-20-8 on the season.

    Montreal's winless run now stands at five after its third straight draw. It's 0-2-3 since a 3-0 victory over D.C. United on Aug. 25.

    The Impact (12-15-6) controlled most of the play but could not convert that edge into goals. Marco Di Vaio had two strong chances in stoppage time but his close-range shot hit a defender before a volley bounced high over the Toronto goal.

    RAPIDS 2, CHIVAS USA 0

    CARSON, Calif. (AP) - Martin Rivero and Kamani Hill scored first-half goals for Colorado.

    Colorado (10-19-4) won for the first time since Sept. 5 and guaranteed that it won't finish last in the Western Conference. Last-place Chivas (7-18-8) is winless in its last 12 games and has been shut out in six of its last seven.

    WASHINGTON (AP) ? With one debate left, President Barack Obama and challenger Mitt Romney are retreating from the campaign trail to bone up on foreign policy, leaving the work of courting voters to their running mates.

    Monday's debate in Boca Raton, Fla., with its focus on international affairs, is the third and final between the two rivals and comes just 15 days before the election.

    Obama left Friday for Camp David, the presidential hideaway in Maryland's Catoctin Mountains. He was to remain there with advisers until Monday morning. Romney was to spend the weekend in Florida with aides preparing the debate.

    Romney running mate Paul Ryan planned a campaign stop in Pennsylvania on Saturday. Vice President Joe Biden was headed for St. Augustine, Fla.

    Monday's 90-minute debate will be moderated by Bob Schieffer of CBS News. It will be similar to the first debate, with both men standing at lecterns on a stage. Schieffer has listed five subject areas, with more time devoted to the Middle East and terrorism than any other topic.

    While the economy has been the dominant theme of the election, foreign policy has attracted renewed media attention in the aftermath of the attack on the U.S. Consulate in Benghazi, Libya, that killed four Americans, including U.S. Ambassador Chris Stevens.

    Obama had ranked well with the public on his handling of international issues and in fighting terrorism, especially following the death of Osama bin Laden. But the administration's response to the Libya attack and questions over levels of security at the consulate have given Romney and his Republican allies an issue with which to raise doubts about Obama's foreign policy leadership.

    Ryan accused Obama of stonewalling, telling Milwaukee radio station WTMJ on Friday that the president was refusing to answer even basic questions. "His response has been inconsistent, it's been misleading," Ryan said.

    Obama stuck with domestic policy themes Friday, accusing Romney of moderating his stands and conveniently forgetting his past positions on economic and women's issues. He coined a new campaign term for his rival: "Romnesia."

    Romney has spent large amounts of time off the campaign trail to prepare for the upcoming foreign policy debate. Aides say the additional time preparing is well-spent even if it comes at the expense of public events.

    Meanwhile, the ad wars intensified even more with the release of new TV spots for both sides.

    Romney's latest ad criticizes the president's policies on debt, health care, taxes, energy and Medicare. It echoes the argument Romney has made in the campaign's final month: The country cannot afford four more years of Obama in a number of areas, not just the economy. The campaign did not say where the spot would air.

    And an independent group supporting Obama said it would begin airing ads that draw renewed attention to Romney's tenure at the helm of the private equity firm Bain Capital. The group, Priorities USA Action, is redoubling its efforts against Romney, re-airing an ad about an AMPAD plant in Marion, Ind. That spot features former employee Mike Earnest recalling being told to build a stage from which officials of the office supply company later announced mass layoffs.

    He says, "It was like building my own coffin." That ad first aired in battleground states in the summer.

    Romney aides have said AMPAD was in a struggling business to begin with, and Bain overall created many more jobs than were lost.

    That ad will air in Colorado, Florida, Iowa, Ohio, Nevada, Virginia and Wisconsin. The new campaign will be in addition to a $30 million effort against Romney policy proposals, the group said.

    Good Government Groups Accuse Arizona Non-profit With Laundering

    (At left) Common Cause Advocate Phillip Ung told Capitol reporters earlier this year that California corporations? political spending outstrips labor unions? by a wide margin.

    California Common Cause and the League of Women Voters during a Friday morning teleconference accused Americans for Responsible Leadership, an Arizona non-profit organization that has reportedly donated more than $11 million to the Small Business PAC that is underwriting the Pro-Proposition 32 campaign, of violating six-month old California campaign rules that require disclosure of donors when funds are earmarked for a specific purpose.

    The organizations plan to file a complaint with the California Fair Political Practices Commission (FPPC) that could require the out-of-state non-profit under pressure of subpoena to produce documents showing who provided the funds.

    Common Cause Vice President Derek Cressman sketched out for reporters a ?web? of intrigue that links donors including the Koch brothers to the donations that have been given by the out-of-state non-profit.

    Phillip Ung, of Common Cause, said the California regulations enacted six months ago were designed to force disclosure of donors by out-of-state organizations that are seeking to influence California politics.

    Common Cause is asserting that the Arizona non-profit corporation has also failed to meet corporate filing requirements of Arizona, let alone the new regulations in California.

    Common Cause officials say they believe the filing will show that the corporation was a small organization with less than a million dollars but suddenly received an infusion of funds on the order of $200 million. The Arizona Corporation suddenly this week dropped $11 million into the Small Business Action Committee, which is the main source of funds for Proposition 32, the CTA-opposed Special Exemptions Act. ?Ung also told reporters that the Small Business Action Committee is also a major funder of the efforts to defeat Proposition 30, the governor?s revenue measure designed to fund schools and stave off some $6 billion in trigger cuts.

    During the teleconference on last-minute out-of-state donations of $11 million, Ung called the donation the ?single largest, non-disclosed? donation from out of state?and the ?second largest donation? from an out of state organization.

    Trudy Schafer, of the League of Women Voters, said she wanted to put the donation in the?context?of the campaigns right now. ?Common cause and the League are strongly no on 32.? It is ironic that the proponents of Prop. 32 are advertising it as an initiative stopping special?interests, but special interest money is being poured into California within three weeks of the election in support of it,? Schafer said.

    These corporations would be ?untouched by Prop. 32,? Schafer said.? ?We?d like to see campaign reform but this is not campaign reform.?

    Ung said disclosure of donation sources is vital so that voters can make informed choices. ?If you know the money [for an initiative] is coming from a Molly Munger or a Charles Munger, voters can take that into consideration.? When it?s coming from a black box, they can?t.?

    Online auction to liquidate surplus school items - Nation & World ...

    DETROIT ? Tennis rackets, at least two pianos, science lab microscopes and a battery-powered scooter are among dozens of surplus items that will be auctioned off from Detroit's closed Southwestern High School.

    The online auction is a pilot program that begins at 8 a.m. Thursday.

    Money raised will be used to help the cash-strapped public school district pay down its $75 million budget deficit.

    Surplus school items have been auctioned off in the past, but not online, according to Eric Dunatchik, executive director of inventory management for the district.

    "All that material would be moved to the central warehouse and then we'd have a more traditional live auction," Dunatchik said.

    Dunatchik said Wednesday he was not sure how much will be raised through the auction, but said about $85,000 in moving costs is expected to be saved by not trucking the items to the warehouse.

    Since 2009, more than $11 million has been raised from the sale of vacant school properties and annual leases.

    The district showcased 22 school buildings and sites in May during a daylong real estate purchasing conference for investors, developers and builders.

    "It's critically important that we seize every opportunity to identify areas of savings, no matter the size or scope, that have no negative effects on students, and we are actively reviewing all inventory procedures throughout the district as one such area," state-appointed emergency financial manager Roy Roberts said. "This auction at Southwestern is the perfect example of that, saving us upward of $80,000 in transportation costs alone. And DPS' comprehensive real estate efforts include professionally and creatively marketing excess property like this building for sale, and protecting and disposing of unneeded assets."

    Other items up for bid Thursday include commercial kitchen and laundry appliances, lockers, metal sinks, fans and baseball equipment.

    Dozens of Detroit schools have closed as enrollment in the district plummeted by nearly 100,000 students over the past 10 years.

    Southwestern was among eight schools slated for closure this year.

    Naming, shaming: Group targets Iran sanction busters

    Perched high above midtown Manhattan, behind security-locked doors in an unmarked office, a half-dozen 20-somethings sit at computers, looking for ways to inflict hardship on the Iranian government and the people it rules. The ?war room,? as its occupants call it, is a mere 20 blocks from Iran?s Mission to the United Nations and even closer to the hotel where Iranian President Mahmoud Ahmadinejad stays during his visits to New York.

    But this is not a U.S. government intelligence facility brimming with incoming feeds of classified data. The offices belong to the private nonprofit group United Against Nuclear Iran, and the computers contain a wealth of (mostly) open source economic data culled from Iranian and other sources.?

    UANI, as it calls itself, has one mission: to wage ?economic warfare against the Islamic Republic of Iran ...The regime must be forced to choose between having a nuclear weapon or a functioning economy."


    That?s not to say the group doesn?t have roots in government. It is headed by Mark Wallace, a former U.S. ambassador to the United Nations, and former heads of the CIA, the counterterrorism office of the National Security Council and the Mossad, Israel?s national intelligence agency, sit on its advisory board.

    Part of what UANI does is psychological warfare, though it?s the smallest part. The group pays for a billboard high above Times Square that takes shots at Ahmadinejad and placed a blow-up Ahmadinejad punching-bag doll outside the Hotel Warwick when he stayed there recently while in town to address the United Nations. It also lobbies effectively, working with friendly congressmen to get sanctions strengthened.

    Using 'name and shame' tactics
    Mostly, it uses ?reputational risk? to achieve its aims, trying to shame U.S. and international companies to end business dealings with the Islamic Republic or Iranian businesses, particularly those with Revolutionary Guard ties. If those efforts don?t succeed, Wallace isn?t averse to using a bigger hammer: If you work with Iran, he is fond of saying, you shouldn?t get contracts from the U.S. government.

    While the group?s impact is difficult to quantify vs. the overall impact of economic sanctions against Iran by the U.S., European Union and the United Nations, Wallace?s private network has contributed to some significant successes. Those include persuading an international money exchange to ban Iran and forcing Ahmadinejad out of his preferred New York hotels in September when he visited to deliver his final speech at the U.N. General Assembly as Iran?s president.?

    U.S. officials welcome the private group?s efforts, telling NBC News that UANI?s ?name and shame? campaigns complement the government?s efforts to enforce the sanctions, which are limited to pursuing civil or criminal cases when companies are found to be in violation.

    The public shaming is a familiar strategy -- with a twist. Activists demonstrated and demanded U.S. pension funds and university endowments divest stock in South African companies during the dying days of apartheid in the 1980s and ?90s. The AFL-CIO and Harry Wu, a Chinese labor activist, exposed U.S. companies that used Chinese prison labor in the 1990s. And Chinese companies doing business in Sudan were accused in the early 2000s of aiding genocide in Darfur.

    But UANI?s mission is more comprehensive and it?s led by a high-profile political figure, not a celebrity or anonymous activist. In addition to serving as U.S. ambassador, Wallace worked in the presidential campaign of Republican Sen. John McCain in 2008, working as the GOP nominee?s debate coach. ?

    It?s also riskier and could backfire. Iran is not without the capability of striking back.

    But Wallace feels comfortable that he?s on the side of right and believes he has a unique opportunity to affect history by forcing Iran to abandon its nuclear ambitions, which Tehran insists are intended to meet its energy needs, not build nuclear weapons. In his view, that begins with ?crashing the currency.?

    ?You have all the elements that are there with the currency,? he said. ?We measure everything we do. I challenge you to find a better mechanism of judging the impact of economic hardship that we're placing on the elites.?

    UANI has a modest budget -- less than $700,000 in 2010, according to federal records ? that it says it raises only from U.S. donors. ?It declines to identify them, citing security concerns.

    But it claims some big results.

    'Stealth sanctions' have big impact
    The biggest was its lobbying of SWIFT, a Belgian-based international financial clearinghouse, to expel Iran, then pressuring the U.S. Congress to demand that SWIFT ban Iranian financial transactions from its worldwide network. Without SWIFT codes, international financial transactions become difficult, if not impossible, to complete.? Since SWIFT expelled Iran on March 15, the value of the Iranian currency, the rial, has dropped precipitously.?

    Dan Yergin, the energy historian and author of? ?The Quest: Energy, Security, and the Remaking of the Modern World,? calls the SWIFT expulsion the ?stealth sanctions.?

    ?Much of the international focus on sanctions has been on the oil side,? Yergin told NBC News. ?But the SWIFT and other related banking restrictions have been the ?stealth sanctions? that are impacting on Iran?s ability to do business in the international economy.

    ?Less attention may have originally been paid to them, but they rank with the oil sanctions in terms of their effects on Iran. Overall, the ? sanctions are imposing a much bigger cost on the Iranian economy than Tehran would have anticipated last winter and thus are creating a much bigger problem for the leadership.??

    Now, UANI and Wallace want to strike harder. Iran?s currency, the rial, is near collapse, by some estimates having lost 80 percent of its value in the last year and 15 percent in the last week as measured against the dollar and euro. One dollar now equals 36,000 rials at the unofficial rate.

    Iran, which for months resisted the suggestion that the sanctions were effective, now acknowledges that inflation, much of it caused by sanctions and the SWIFT ban, is hurting the economy.?

    In recent weeks, Wallace?s group publicly pressed European companies that it believed were supplying Iran with the special paper, inks and presses used to print Iranian currency to stop doing business with Tehran.? In a letter early this month to the German company Koenig & Bauer AG, which had provided the Central Bank of Iran with presses in the past, Wallace demanded to know if the company was still supplying Iran, then raised the possibility that continuing work with Iran could threaten its business with the U.S. government.?

    ?UANI finds KBA?s apparent business in Iran particularly galling in light of its extensive contracts with the U.S. Department of Treasury and its role in U.S. banknote production,? Wallace wrote. ?KBA has been the recipient of over $131 million in contracts from the U.S. Treasury?s Bureau of Engraving and Printing, in addition to $2.39 million awarded to KBA subsidiary KBA North America by the U.S. Department of Defense.

    ?UANI strongly believes that the only responsible action for KBA in light of the fact that the CBI is a sanction-designated entity under U.S. and EU law is for KBA to immediately and publicly reject CBI solicitations for KBA services.?

    On Wednesday, KBA told NBC News that it had stopped supplying printing presses to Iran nine years ago.

    But in a written response to Wallace dated Oct. 10, KBA acknowledged it had provided ?spares and auxiliary equipment? to its ?Iranian client? since then. KBA also said that early this year, it submitted a ?conditional offer? to the Central Bank of Iran when it sought bids on a contract to for new banknote machines.

    Ultimately, KBA decided to discontinue sales to Iran, not long before it received Wallace?s letter, it said.

    The lack of such equipment could have the added benefit of making Iranian currency more susceptible to counterfeiting, perhaps by an enemy of Iran, Wallace said. That uncertainty about the rial would make it even less valuable on whatever open markets on which it was still exchanged.

    KBA?s rapid response to Wallace is indicative of UANI?s growing clout in the international business community.

    As a result of actions like these, ?regime change? in Iran is now being discussed seriously in Washington policy circles. Wallace won?t say whether that is his specific goal, but acknowledges that virtually any alternative would be preferable to the current ?theocratic regime.?

    Beyond SWIFT, Wallace said UANI?s efforts have led to dozens of agreements from U.S.-based and other international companies agreeing to stop doing business with Iran.?

    In some cases, trading partners have credited UANI in announcing their decisions to stop doing business with Iran. In others, they have not.

    Targeting Iran's auto industry
    Iran has the world?s 13th largest auto manufacturing industry and the largest in the Middle East and Central Asia. The industry is a major employer and a prestige piece for the Iranians. Not every country?s president can boast that his limousine is built in a local factory. Ahmadinejad can.

    Numerous European and Asian auto companies had supplied parts and ?build kits? to Iran. But UANI lobbied the companies early this year and again ?called them out,? as Wallace put it. He again cited the EU and U.N. sanctions and suggested that a publicity campaign would hurt U.S. sales of their cars.

    Of the companies targeted in the campaign -- Hyundai, Fiat, Peugeot, Porsche and Renault ? Wallace says only the latter continues to supply Iran.

    Renault did not respond to a request for comment from NBC News.

    The Hyundai Motor Co. said it decided to discontinue operations in Iran after being contacted by UANI. The other auto companies that are no longer doing business with Iran didn?t cite UANI?s campaign, but numerous Iranian press accounts have connected the pullout to the threatened publicity blitz.

    The auto company withdrawals contributed to a 42 percent nosedive in Iranian auto production over the past six months, Agence France Press reported last week, citing industry ministry figures.

    UANI also says it forced Caterpillar, the huge U.S.-based construction company, to stop supplying equipment to Iran. After a letter-writing campaign failed, UANI bought a billboard opposite the company?s headquarters in Peoria, Ill., showing a piece of earth-moving equipment alongside a photo of Ahmadinejad and the words, ?Today?s work, tomorrow?s nuclear Iran.? As soon as the company halted the sales in February 2010, the billboard came down.

    At the time, Caterpillar said it did not have extensive business dealings with Iran, and that it couldn?t control sales in the secondary market. But it did bar non-U.S. subsidiaries from accepting orders that it knew were destined from Iran.

    The company did respond to requests from NBC News this week for comment.

    The most vivid of UANI?s efforts was its ?cranes campaign.? After grisly images emerged showing of Iranians being hung by construction cranes, UANI tracked down all the crane manufacturers who had done business with Iran and asked them to divest.? For the most part, they did.

    There are other less obvious successes, ?like pressuring all 13 of the world?s major shipping registries, including those in Russia, South Korea, and Japan, to deny Iran access to their services. That, in turn, has prevented the regime and from insuring their tankers. UANI also quietly obtained pledges from Moldova, Mongolia and other nations to stop reflagging Iranian vessels.

    Not all of its initiatives have worked, however.?

    Its biggest campaign has been against MTN, the South African cell phone company that owns 49 per cent of Irancell, which controls the mobile market in Iran and has been accused of tracking Iranian dissidents. But MTN has refused to get out.?

    Last week, Wallace excoriated MTN?s leadership in typical, no-holds-barred language. ?It is widely known that MTN has carried out orders from the Iranian regime to shut off text messaging and Skype during times of political protest in Iran, and reportedly has a floor in its Tehran headquarters where Iranian military officials compile and access data to track, apprehend, torture, and murder regime opponents,? he wrote in a letter to the company that also went out as a press release.

    ?MTN has blood on its hands ? We call for a global boycott of MTN's products and services and divestment from its stock, until it ends its reckless partnership,? he concluded.

    'A liberating force for Iranians'
    MTN did not immediately respond to Wallace?s most-recent broadside, but in a press release in February in reply to an earlier letter, it said its investment in Iran was ?in compliance with applicable sanctions regulations and law? and that it viewed its non-controlling stake in Irancell as being in keeping with its core mission: ?to speed up the progress of the emerging world by enriching the lives of the people within it.?

    ?Our success in widening access to mobile technology has been, and continues to be, a liberating force for Iranians, whatever their political allegiances,? it said. ?Mobile technology has brought communities together, empowered individuals and helped raise living standards for millions in the developing world.? MTN is proud of this legacy.?

    Swatch, the Swiss watch manufacturer, has also resisted UANI?s appeals, saying in a letter to Wallace that it ?sells to consumers, not regimes.? Why would UANI, which is concerned with nuclear proliferation, care about watches?? Because, Wallace said, the high-end watches Swatch sells and other luxury items go to the ?elites,? particularly officials of the Revolutionary Guards, and he wants them to feel the pain of sanctions, even if only on their wrists.

    UANI?s allies in Congress give it high praise.?

    ?What I like,? said Rep. Ileana Ros-Lehtinen, the Florida Republican who chairs the House Foreign Affairs Committee, ?is they are in the weeds. You name a sector in the Iranian economy and they have been inside it, putting a lot of pressure on them. We?ve worked with them, especially on embargo and sanctions legislation. So many of the bills had their genesis with them.?

    The campaign also finds favor on the other side of the aisle. ?

    ?Part of their approach involves putting pressure on corporations to end existing business relationships with Iran,? said Rep. Steve Israel, D-N.Y. ?Along with their success on that front, UANI has used that experience to communicate effectively with members of Congress on how best to strengthen existing sanctions and ensure companies are complying with our laws.?

    One major concern about the success of the sanctions is that the Iranians might lash out, having tired of seeing their nuclear scientists assassinated, their nuclear research sabotaged, their currency ravaged.

    That may already be happening. U.S. officials ascribe continuing attacks on U.S. banks? computer networks that began last month to Iran, perhaps in response to U.S. and EU sanctions on its banks. Israel claims Iran was behind the drone mission Hezbollah carried out over northern Israel this week, and Hezbollah acknowledged that the unmanned aircraft that was shot down was manufactured in Iran. And Tehran still has many other options for retaliation, experts say. ?

    ?The main concern for the market is that the Iranian regime acts out in desperation, as the financial noose tightens,? said John Kilduff of Again Capital and a CNBC oil analyst. ?If Iran attempts to make good on its threats to close the Strait of Hormuz or attempts some other attack, prices will spike higher, at least temporarily. If, however, there is regime change in Iran, resulting in a Western-friendly government, we could see the mother of all price breaks at the gasoline pump.?

    'Punishing the innocent'

    There are those who also characterize what Wallace and UANI are doing as harming the Iranian people rather than the government.

    ?It is profoundly immoral. It is punishing the innocent,? said Haroon Moghul, a fellow at both the New American Foundation and the Fordham Law School Center for Security, speaking of UANI?s campaign.?

    ?I'm no fan of Iranian government,? he continued. ?I wish it would go away. But what do the people have to do with the government?? It is weakening the people of Iran. We are making harder for them to change their government. Sanctions empower criminal elements, make it harder to civil society to operate, make it harder for Iran to become a real democracy.?

    Reacting to that kind of criticism, Wallace acknowledges that his and his colleagues are involved in ?a proxy war,? but adds, ?I'm comfortable fighting that war.?

    The Iranian Foreign Ministry said it is aware of the efforts of UANI and Wallace, but says the group?s campaign is misguided.

    ?I think that the nature of this organization is known to all of us,? said the spokesman, Alireza Miryusefi. ?They take actions based on the false presumption that my country is pursuing a nuclear weapon program. As we have emphasized on several occasions, Iran's program is fully peaceful and their presumption is totally wrong.?

    Wallace, however, has no doubts that Iran is bent on becoming a nuclear military power, and remains convinced that the pressure that UANI is bringing to bear will ultimately succeed. ?

    ?Our message is clear: You have to choose between doing business with our checkbook or their checkbook -- with the reality being we're the biggest checkbook in the world,? he said. ?Notwithstanding the purported demise of the United States, we're still the biggest checkbook in the world.?
